Nairobi Governor Undertakes Major County Executive Reshuffle

Nairobi Governor Johnson Sakaja has announced a major reshuffle of his county executive, moving ten chief officers to new dockets in a circular dated November 18, 2025.

Among the most notable changes, Geoffrey Mosiria, the outspoken Chief Officer for Environment, has been reassigned to oversee Citizen Engagement and Customer Service. Mosiria, known for his frequent raids and publicised enforcement operations, has been replaced by Hibram Otieno, previously in charge of Medical Facilities.

Other key movements include:

  • Acting County Secretary Godfrey Akumali moves from Business and Hustler Opportunities to Housing and Urban Renewal.

  • Lydia Mathia shifts from Housing and Urban Renewal to Business and Hustler Opportunity.

  • Tony Michael Kimani’s Social Services docket is renamed Social Services and Estate Management.

  • Sande Oyolo leaves Digital Economy and Start-ups to head Medical Facilities.

  • Wilson Gakuya moves from Smart Nairobi to Digital Economy and Start-ups.

  • Dr. Machel Waikenda retains Mobility while taking on ICT Infrastructure in an acting capacity.

  • Producer Clement “Clemo” Rapudo exits City Culture, Arts and Tourism to head Smart Nairobi, replaced by Zipporah Mwangi.

Governor Sakaja described the changes as normal and within his powers under Section 45(5) of the County Government Act, emphasizing that the reshuffle is aimed at improving service delivery.

The reshuffle coincides with the creation of six administrative units, referred to as Boroughs, to enhance county governance. The Boroughs and their managers are:

  • Western: Janet Waeni Kimeu

  • Northern: John Saruni

  • Southern: Darasso Luka Wario

  • Eastern: George Muga

  • South Eastern: Susan Wanjiru Gichamba

  • Central: Charles Baldy Mabonga

Acting County Secretary Akumali noted that the transfers and redeployments span the Boroughs and Sub-County Administration sector, the Green Nairobi Sector, and the Built Environment & Urban Planning Sector.

The changes mark a significant reorganisation of Nairobi’s county leadership as Sakaja seeks to streamline operations and strengthen service delivery to residents.
